		<description>Correct me if this I am wrong.  BUT, when the tax increase was proposed, didn't Minnesota have a SURPLUS of taxes?   That being true there would NO need for an increase of taxes!  Look it up, the state had a surplus.</description>

		<description>Ugly, money is always lacking for maintainence on our nation's infrastructure.  The ASCE Infrastructure Report Card gives our nations infrastructure an overall grade of D.  

Despite that, a failure of this magnitude could be a result of many things, such as poor construction, poor materials, bad engineering, etc.  Its too early to tell what caused it and as a Civil Engineer, I'm following this closely

Regarding Atlas Shrugged, there's a new movement of project delivery called Private-Public Partnerships which melds the private and public sectors together to build and maintain infrastructure.  Since the assets are typically publicly owned, the agency leases or partially sells the asset to a contractor and they then get the right to build, maintain, and operate it.  In other words, they get to charge tolls, collect fares, etc.

The agency has to publish min standards for the private entity adhere too but in the end you get a privately run asset (light rail, bridge, road, etc) that works every well and is maintained.  The downside is that you have to pay to use it. :)</description>
